Vodafone and Microsoft have signed a $1.5 billion strategic partnership to collaborate on generative AI and related technology over the next decade. The agreement will upgrade Vodafone’s services to more than 300 million users across Europe and Africa with Microsoft’s generative AI capabilities, especially Azure OpenAI and Microsoft’s Copilot AI assistant.

The two companies envision generative AI as a tool for enhancing Vodaforne’s telecom portfolio with more personalized and proactive experiences. Microsoft Azure OpenAI will be tailored to provide better customer experiences across Vodafone’s network, including the TOBi virtual assistant. Vodafone enterprise clients will likely gain access to Copilot for Microsoft 365, initially only available to large enterprises but now available to businesses of any size. This version of Copilot also integrates with popular Microsoft applications such as Teams, Word, Excel, and PowerPoint. The deal will additionally make Microsoft’s Copilot AI assistant available to Vodafone employees.
The partnership goes beyond Microsoft’s generative AI portfolio. Microsoft will help overhaul Vodafone’s global data center and cloud strategy and produce new digital and financial services for businesses. The two companies will also collaborate on improving Vodafone’s IoT connectivity platform of 175 million devices ahead of its planned spin-off to independence in April this year.
“Today, Vodafone has made a bold commitment to the digital future of Europe and Africa,” Vodafone Group CEO Margherita Della Valle said in a statement. “This unique strategic partnership with Microsoft will accelerate the digital transformation of our business customers, particularly small and medium-sized companies, and step up the quality of customer experience for consumers.”
Unmentioned in the partnership announcement is Vodafone’s earlier agreement with Google Cloud to create and upgrade its voice assistants and chatbots. That deal augmented TOBi’s natural language processing and added voice interactivity through Google Cloud’s Dialogflow Customer Experience platform. The Microsoft deal doesn’t mention exclusivity but hints at Vodafone’s evolving AI strategy.
